The Dutch government has launched a public consultation for a bill that restricts the use of temporary agency workers in parts of the meat industry. This temporary agency work ban applies to operations involving the slaughtering, processing, chilling, and packaging of meat. This means that employees performing these production tasks must be hired directly.
With this measure, Minister Van Gennip (Social Affairs and Employment) aims to structurally tackle misconduct surrounding temporary agency work setups in the sector. According to the ministry, persistent issues—such as labor law violations, intimidation, and substandard housing—are directly linked to the reliance on temporary agency workers. The ban is intended to improve the legal position as well as the living and working conditions of these employees.
The measure impacts slaughterhouses, meat processors, and the temporary employment agencies that supply staff to these companies. Employees in administrative or commercial roles are excluded from the regulation.
The public consultation has officially opened. This gives the food industry and all involved parties the opportunity to respond to the draft bill. The ministry will weigh the feedback from the sector to assess whether the proposal is effective and workable in practice, or if adjustments are still needed.
