PMD quality varies sharply by collection system

The quality of collected PMD varies significantly between collection systems. That is according to new measurements by Verpact, VNG and NVRD. Door-to-door collection using bags, in particular, is showing strong results. The figures are relevant for municipalities, recyclers and companies placing packaging on the market.

First results from nationwide measurements

In the first months of 2026, 885 measurements were carried out across 281 municipalities. The study examined how much of the collected material actually consisted of plastic packaging, metal packaging and beverage cartons (PMD). The level of contamination in the waste stream was also assessed.

According to the organizations involved, the figures do not yet provide a fully reliable picture for each municipality. All planned measurements must first be completed later this year. For bag collection systems, this involves ten measurements per system. Other collection systems require fourteen measurements.

Major differences between collection systems

Door-to-door collection using bags is currently delivering the best results. On average, this waste stream consists of 86.1 percent PMD. The lowest measurement came in at 68 percent. The highest measurement consisted entirely of PMD.

For mini containers, the average stands at 68.4 percent PMD. Differences between municipalities are considerable. Some measurements reached 98 percent PMD, while others remained around 41 percent.

Results also vary widely for drop-off collection systems. On average, this stream consists of 66.4 percent PMD. Measured percentages range from 35 to 95 percent. Shared collection systems average 70.8 percent PMD. Measurements there ranged from 48 to 83 percent.

Compensation depends on quality

In addition to quality, the study also examined the amount of collected material per resident. Mini containers showed the highest volume of pure PMD at 24 kilograms per resident. Bags reached 22 kilograms. Drop-off systems remained at an average of 15 kilograms per resident.

By the end of 2026, the measurements should provide a reliable picture for each municipality and collection system. The quality of collected PMD will ultimately help determine the compensation municipalities receive from Verpact.
