Verpact calls for clear direction in the Circular Materials Plan

Stichting Verpact has submitted its position on the draft Circular Materials Plan (CMP), which will replace the current Landelijk Afvalbeheerplan (LAP3) in 2025. This plan plays a key role in the transition to a circular economy and has a direct impact on the packaging chain. Verpact advocates for clear coordination, smooth integration of European regulations, and stability in national policy.

The packaging chain needs a cohesive policy

As the executor of the Extended Producer Responsibility (UPV) for Packaging, Verpact emphasizes the importance of clear chain management. Without clear direction, it will be difficult for producers to contribute effectively to the circular economy, and the quality of collected materials will remain uncertain. One of the positive aspects of the CMP is its broader focus on the entire materials chain rather than just waste management. However, this requires concrete guidelines to ensure that the packaging sector can take realistic steps forward.

European alignment and recycling capacity are essential

The implementation of the European Packaging and Packaging Waste Regulation (PPWR) requires close coordination with national policy. Verpact stresses the need for a balanced approach, ensuring that both the quality and quantity of recycling go hand in hand. Efficient collection methods, standardization, and sufficient recycling capacity are crucial in achieving this. That is why Verpact is calling for structural investments in infrastructure and a long-term strategy to future-proof the sector.

Verpact supports the ambitions of the CMP but warns that without a well-integrated approach, circular economy goals could be at risk. The organization is committed to staying actively involved in the further development of the plan.
