The Netherlands aims for biotech leadership

  • 18 April 2025

Biotechnology supports efforts to tackle challenges in health, food production, and the circular economy. To stay competitive on the global stage, the Dutch government aims for the Netherlands to be among the world leaders in biotechnology by 2040. Reducing dependence on other countries is an important part of this strategy.

The Council of Ministers has approved the new government vision on biotechnology, proposed by Minister Beljaarts (Economic Affairs) and State Secretary Jansen (Infrastructure and Water Management). The Netherlands already holds extensive expertise in the field, but innovations must reach the market more quickly. To achieve this, the government is considering removing national regulatory layers and setting up (regulation-light) pilot zones. Nearly €1.3 billion in additional funding will be invested through the National Growth Fund over the coming years.

European cooperation for harmonised rules

The Netherlands is also focusing on strengthening European cooperation. Through the EU Biotech Act and the Biotechnology and Biomanufacturing Hub, the European Commission aims to enhance the competitiveness of member states. The Dutch government advocates for regulations to be harmonised across countries and based on the latest scientific knowledge.

Broad application of biotechnology

Biotechnological innovations make plants more resilient to drought, diseases, and pests. The technology also supports faster development of medicines for infectious and rare diseases. In addition, new applications are emerging, such as biodegradable and circular packaging. Industrial biotechnology is used to produce materials and fuels that contribute to making industry more sustainable. The government vision has been co-signed by ministers and state secretaries from VWS, OCW, KGG, and LVVN.
