Tariff differen­tiation supports the shift to circular plastic

A discount can set plenty in motion. That becomes clear once again from Verpact’s latest figures, which show that producers are increasingly choosing more recyclable plastic packaging. It gives the move toward a circular chain a noticeable push.

Strong growth in recyclable packaging

Through Verpact, producers and importers can receive a discount when their plastic packaging is highly recyclable. And it shows results. In 2024, 46% of plastic packaging paying the standard rate qualified for the discount. The Netherlands leads the way here, as it is the first country in Europe to stimulate recyclability and the use of recyclate in this manner.

To close the packaging chain, used plastic packaging must return as feedstock for new packaging. The simpler that process is, the better. Highly recyclable packaging also lowers costs within the chain, enabling Verpact to offer larger discounts. This gives the shift toward a fully circular chain extra momentum, and increases the use of recycled plastic.

Recyclate takes on a clear role

For roughly one-third of the discounted packaging, the discount was awarded because recyclate was used. That has a direct effect: more recyclate means less fossil-based plastic. Packaging under business arrangements or deposit schemes is not part of tariff differentiation 2.0, as different rates apply tere.

Companies sharpen their focus on recyclable design

Research from Verpact shows that the topic receives significant attention within companies. Of all respondents, 86% say that improving the recyclability of plastic packaging receives strong focus. 90% know how recyclable their own packaging is. In addition, 91% have heard of tariff differentiation — and the same share is familiar with the PPWR, the European Packaging and Packaging Waste Regulation.

Tariff differentiation is one of the pillars of the Deltaplan Circulaire Plastic Verpakkingen. Through this initiative, Verpact works with more than twenty brandowners toward a fully circular packaging chain in the Netherlands.
