PPWR: New packaging require­ments from August 12

The first new PPWR rules will apply from August 12, 2026. Producers and importers may then only place packaging on the EU market with a valid EU Declaration of Conformity. Food companies therefore need to determine their role within the packaging supply chain. Each role comes with its own responsibilities and obligations.

The same rules in all member states

The Packaging and Packaging Waste Regulation is commonly known as the PPWR. This European regulation entered into force on February 11, 2025. Companies in all EU member states must comply with these rules.

The PPWR aims to reduce packaging waste across the European Union. The regulation must also promote the circular economy. As a result, the same requirements for packaging apply in every member state.

The PPWR already applies throughout the European Union. Further implementation rules are expected in the coming years. Verpact has prepared a timeline for the implementation. It sets out when the various provisions and obligations take effect. Verpact is the Dutch organization responsible for extended producer responsibility.

Declaration becomes mandatory

From August 12, packaging must have an EU Declaration of Conformity. This is also referred to as the EU-DoC. Producers and importers use this declaration to confirm that their packaging complies with the PPWR.

The PPWR distinguishes between different roles within the packaging supply chain. Each role comes with its own responsibilities and obligations. A company may fulfill several roles within the supply chain.

Food companies must therefore determine which role fits their activities. They must then incorporate the related obligations into their business processes. Verpact provides more information about the different roles. Evofenedex provides information about the corresponding obligations.

National rules may vary

Additional national packaging rules may apply alongside the PPWR. These rules cover implementation, supervision, and enforcement. They may differ between EU member states. Germany, for example, has additional national packaging rules.
