Compliance with rules for crop protection products near surface water remains low. This is evident from inspections by the Nederlandse Voedsel- en Warenautoriteit (NVWA). Issues occur regularly, particularly in intensive cultivation. The regulator describes the situation as concerning.
In 2024, the NVWA carried out 66 inspections at crops such as onions, potatoes, and tulips. Violations were identified at 25 companies. That equals 38 percent of all inspections. Most violations were related to the use of fungicides against fungal diseases. In total, 15 companies made errors in their application. These involved products used too frequently or at excessive dosages. Products were also used that are not approved for the specific crop.
Incorrect use and the application of non-approved products can pose risks to humans, animals, and the environment. The companies involved received fines or warnings in less severe cases.
The inspections took place in Noordwest-Friesland/Groningen and Goeree-Overflakkee/West-Brabant. These regions were selected because exceedances were identified there in 2022 within the Landelijk Meetnet gewasbeschermingsmiddelen Land- en Tuinbouw.
Preventing these exceedances is important for maintaining good water quality and a healthy living environment. This is linked to the objectives of the European Water Framework Directive. Weather conditions in 2024 led to high disease pressure. According to the NVWA, this requires growers to pay closer attention to the resilience of their cropping systems, for example through variety selection.
The NVWA aims to improve compliance and is focusing on stronger cooperation. An agreement has been signed with all 21 water authorities. These agreements will soon be published in the Staatscourant and clarify supervision and responsibilities.
In addition, the NVWA is in discussion with sector representatives, the Ctgb, and the relevant ministries LVVN and I&W.
