EUDR update: palm oil derivatives and instant coffee added

  • 14 July 2026

The European Commission is adding certain palm oil derivatives, instant coffee, and frozen beef tongues to the EU Deforestation Regulation (EUDR). Meanwhile, soybeans for sowing are being removed from the scope. These and other measures aim to provide companies with more legal certainty ahead of the December 2026 rollout.

Changes to the product list

The Commission is updating and simplifying the product list. The newly added products will fall under the regulation starting December 30, 2027. This gives companies extra time to prepare. Cattle hides and soybeans for sowing are being permanently removed from the scope. The general regulation will be effectively applied starting December 2026. The European Parliament and the Council will review the plans first.

Simplifying the information system

A new implementing act outlines how the information system works. The updated system introduces practical simplifications for day-to-day operations. It features simplified due diligence statements for micro and small primary operators. Additionally, the technical specifications for automated interfaces have been updated. The IT system has been accessible again since June 2026. Companies can already start entering their data into the system. Additional features will be introduced later this summer.

Smooth and effective implementation

With this package, the Commission aims to ensure clear rules. This should contribute to a smooth and effective implementation of the regulation.
