From 1 July 2025, exporters of fruit and vegetables must comply with new phytosanitary requirements for trade with the UK. A certificate will be mandatory for a range of products. In some cases, a pre-notification must also be submitted to the UK's DEFRA system.
The measures apply to products classified as Medium Risk. Category A includes items that require both a certificate and pre-notification, such as celery, asparagus, basil, spinach, peppers, tomatoes, and aubergines. For Category B products—like grapes, peaches, and quinces—a certificate alone is sufficient. All shipments must be registered via e-CertNL.
A certificate will only be issued after an inspection. This can take place in one of three ways: a standard shipment inspection, a stock inspection at the company site, or an inspection under a recognised Business Control System (BCS). The latter two require formal approval, and BCS also demands an approved plan and authorised inspection staff.
Companies wishing to work under a recognition scheme need to start preparations in good time. The first basic training course is scheduled for June, with exams starting in week 28. Refresher courses begin in May. It's also important to ensure that your IT systems are ready for digital certificates, as paper versions will no longer be accepted.
The existing quality requirements for exports to the UK remain unchanged.
