EU seeks input on bio-based plastic packaging

  • 22 October 2026

What role will bio-based feedstocks play in tomorrow’s plastic packaging? The European Commission is assessing possible targets and related sustainability requirements. It is asking the packaging value chain to contribute knowledge and practical experience. Food packaging manufacturers, brand owners, and retailers can also have their say. What works in practice, and where are the limitations?

The Commission launched a public consultation on October 21, 2026. Responses can be submitted through January 13, 2027. Raw material suppliers, bio-based plastics producers, recyclers, and research organizations can also participate.

Possible measures under the PPWR

The consultation is part of the review under Article 8 of the PPWR. This EU packaging regulation aims to reduce packaging waste and improve recyclability. It also aims to promote more circular use of resources.

The Commission is assessing technological developments in bio-based plastic packaging. It is also examining the environmental impacts. Among other options, it is considering measures that could stimulate demand for bio-based feedstocks.

Sustainable alternatives to virgin fossil feedstocks could reduce the EU’s reliance on imports. They could also help lower the packaging sector’s carbon footprint. This aligns with the EU’s ambitions for the bioeconomy.

Availability, performance, and recycling

The Commission is seeking evidence on the availability and performance of bio-based feedstocks. Environmental impacts and sustainable sourcing and production are also part of the assessment. It also wants to understand the implications of different regulatory approaches.

The responses should clarify the opportunities, limitations, and trade-offs associated with bio-based plastic packaging. Suitable recycling technologies are also part of the assessment. Based on the responses, the Commission may develop a legislative proposal. This would aim to stimulate the use of bio-based feedstocks in plastic packaging.

The consultation is initially available only in English. According to the Commission, translations into all official EU languages will follow shortly.
