Energy transparency requirement sharpened

Effective July 1, 2023, the government is sharpening the energy savings obligation for companies and institutions to further encourage energy savings. As a result, more measures, companies and institutions fall under the obligation to reduce energy consumption or make it more sustainable. Companies and institutions must report on the measures taken no later than December 1, 2023 through the Rijksdienst voor Ondernemend Nederland (RVO).

The adjustments include extending the target group to companies and institutions under the European Emissions Trading Scheme (EU ETS). Greenhouse horticulture and companies that require an environmental permit will also fall under the duty from July 1, 2023.

In addition to energy-saving measures, mandatory renewable energy (carriers) measures are also introduced, with a payback period of five years or less and a reduction in CO2 emissions.

Establishments with annual energy consumption of 50,000 kWh of electricity or 25,000 m3 of natural gas(equivalent) or more have an information obligation. Large energy users have an obligation to investigate. Supervision and enforcement will be fully assigned to the 29 regional environmental services from July 1, 2023.
