The fees charged by the Dutch Food and Product Authority (NVWA) to companies for inspections, re-inspections, system supervision, certification, sampling and analysis will change on January 1, 2019.
The rates of the NVWA will be adjusted to the rising wages and prices. This year this indexation amounts to 2.9% for the rates for NVWA activities and 2.3% for KDS activities. The costs for inspection activities by veterinarians and official assistants of the NVWA and Quality Inspection Animal Sector (KDS) in slaughterhouses and cutting plants will decrease in 2019 because the NVWA no longer charges initial internal training costs for these veterinarians. This is the result of a decision of the College van Beroep for the business community.
The fees of the NVWA are set by the Ministry of Agriculture, Nature and Food Quality (LNV) and the Ministry of Health, Welfare and Sport (VWS). The new rates were published in the Government Gazette on 19 December 2018 and are also available on the NVWA website.
About 70% of the NVWA is paid by the Ministry of Agriculture, Nature and Food Quality and the Ministry of Health, Welfare and Sport. The remaining 30% are costs for inspections and re-inspections at companies. These costs are charged to the business community through fees. The starting point here is that the fees must cover costs. The rates of the NVWA are therefore adjusted annually to the rising wages and prices and to developments in supervision.
